15 Year Old Turkish Athlete Charged with Doping

On October 24, 2017, a 15 year old tennis athlete was asked to provide a sample while competing in the Republican Girls ITF Women's Pro Circuit. The sample, provided by Zeynep Sonmez of Turkey, was found to contain Modafinil which comes under the WADA Prohibited List. She is ineligible to play in any competition for a period of 12 months. 

When a 15 year old athlete is charged with committing an Anti-Doping Rule Violation under Article 2.1, who is held responsible beyond the minor themselves?
